The clearest paper trail in Jeremy Matlow’s campaign controversy is a spending entry. His mayoral campaign’s public filing reports $4,000 to The Win Number for field consulting on September 14. Pirate Radio located and reviewed that entry in report 26G3, covering September 5–18. It corroborates a payment the Tallahassee Democrat had already reported; it is not a newly uncovered transaction.

The resignation did not end the working relationship
The Democrat identified The Win Number as Kristellys Estanga’s consulting firm. In its account, Matlow said she had ceased being campaign manager but continued as a field organizer and data analyst. That explanation distinguishes a change of responsibilities from a complete separation.
The filing identifies the vendor, amount, date and stated purpose. It does not describe who approved the earlier Facebook post, document a new disciplinary process, or establish whether the consultant performed every billed service. A campaign spending disclosure is a reported transaction, not an independent bank audit.

The July account includes a denial
WCTV’s July 27 reporting described a page called Tallahassee Conservatives circulating material about commission candidate Talethia Edwards. Estanga accepted responsibility and said she had acted without the knowledge of colleagues. Matlow accepted her resignation and denied involvement or a campaign connection to the page.
WCTV also said it could not independently verify a screenshot alleging campaign promotion of the post. The later consulting payment does not fill that evidentiary gap. It demonstrates a continuing paid relationship reported by the campaign; it does not show that Matlow authorized the earlier operation.
The anonymous-comment allegations are a different question
Tallahassee Reports’ September investigation attributed anonymous comments to Matlow aide Ryan Ray and compared posting times with city work records. Its September 16 installment also acknowledged limits: it had not established that Ray used city equipment or connections, or that Matlow knew about, directed or approved the activity.
The publisher said the work records did not settle whether individual posts were made while Ray was on duty. Pirate Radio has not independently authenticated the account attribution or obtained the underlying payroll and device records. Those allegations therefore remain an open reporting lead, not a misconduct finding.
What would resolve the remaining questions?
Florida’s election statute distinguishes prohibited campaign participation by public employees while on duty from political activity during off-duty hours. That distinction makes a posting timestamp alone insufficient to settle the employment question. This article makes no determination that anyone violated the statute.
For the Facebook episode, contemporaneous page-administration and advertising records could clarify who operated and promoted the material. For the anonymous comments, authenticated account evidence, work and leave records, and a response from the person concerned would help test the allegation. Neither the consulting payment nor overlapping political relationships substitutes for that evidence.
